Job Description

Tusla, Child and Family Agency was established on 1st January 2014 and is responsible for improving wellbeing and outcomes for children. It represents the most comprehensive reform of services for the development, welfare and protection of children and the support of families ever undertaken in Ireland. It is an ambitious move which brings together some 4,000 staff who were previously employed within Children and Family Services of the Health Service Executive, the National Educational Welfare Board and the Family Support Agency.

The Child and Family Agency has responsibility for the following range of services:
•Child Welfare and Protection Services, including family support services
•Family Resource Centres and associated national programmes
•Early years (pre-school) Inspection Services
•Educational Welfare responsibilities including School completion programmes and Home School Liaison
•Domestic, sexual and gender based violence services
•Services related to the psychological welfare of children

The Health and Safety (Policy) Specialist is required to provide expert advice, guidance and assistance to management and staff on all matters relating to health and safety policy, ensuring that Tusla meets its statutory obligations and achieves high standards of health and safety.
The successful candidate will be required to take a lead role in the development of National policies in all aspects of health and safety management applicable to Tusla.

Job Objectives

Specific Responsibilities:
The Health and Safety (Policy) Specialist will hold the following responsibilities:
•Provide expert guidance and support in the establishment and development of a robust Health and Safety Management System in accordance with legal and other requirements.
•Establish a (health and safety) Policy programme.
•Establish appropriate policies, procedures and safe systems of work to ensure a safe workplace environment without risk to health and safety, in so far as is reasonably practicable.
•Ensure consultation with all relevant stakeholders with regards to the drafting of national health and safety policies and procedures.
•Develop systems to ensure all Health and Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated effectively.
•Provide advice to management and staff on all aspects of safety, health and welfare in line with current legal requirements, standards, Codes of Practice and best practice as relevant.
•Ensure the Agency meets its statutory obligations in all areas pertaining to health, safety and welfare at work.
•Proactively identify all health and safety policy requirements in line with planned or existing legal requirements, outcomes from internal and external inspection reports, accident/ incident data and emerging trends and up to date best practice guidance.
•In conjunction with Regional Health and Safety Advisors, liaise with key internal stakeholders to identify (health and safety management) strategies and prioritise actions for managing risk.
•Establish and maintain procedures, including monitoring and other means such as review and auditing, to ensure that the senior management (and the Leadership Team as appropriate) are accurately appraised on the adequacy and effectiveness of Health and Safety policies nationally.
•Liaise with and provide support to Regional Health and Safety Advisors in the development of a system for the completion of site specific Safety Statements and risk assessments as required (in conjunction with the relevant local management) and ensure they are kept under regular review.
•Provide advice and support with regards to the reporting, documenting and investigation of all accidents, incidents and dangerous occurrences in line with legal requirements and National Policy.
•Liaise with and provide support to Regional Health and Safety Advisors with regards to the conducting of investigations, as appropriate, into workplace accidents, incidents and dangerous occurrences and preparation of detailed reports to management regarding same.
•Provide advice and support with regards to corrective and preventative actions required arising from internal and external inspection reports.
•Provide policy advice and support with regards to the planning and delivery of health and safety training programmes and maintenance of associated records.

Skills Required

At the latest date for receipt of completed application forms for this post the candidate will be required to:
•Hold an Honours Degree qualification in occupational health and safety (minimum Level 8 on the NFQ).
•Have an expert working knowledge of Health and Safety Legislation, applicable Regulations, Standards and Guidance Documents.
•Minimum of 3 years’ experience working in a Health and Safety function in a complex, multi-site organisation.
•Experience in the establishment of a Health and Safety Management System.
•Possess sufficient administrative capacity to discharge the functions of the grade/post.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
