Job Summary

The Child and Family Agency was established on 1st January 2014 and is responsible for improving wellbeing and outcomes for children. It represents the most comprehensive reform of services for the development, welfare and protection of children and the support of families ever undertaken in Ireland. It is an ambitious move which brings together some 4,000 staff who were previously employed within Children and Family Services of the Health Service Executive, the National Educational Welfare Board and the Family Support Agency.



The Child and Family Agency has responsibility for the following range of services:

    • Child Welfare and Protection Services, including family support services
    • Family Resource Centres and associated national programmes
    • Early years (pre-school) Inspection Services
    • Educational Welfare responsibilities including School completion programmes and Home School Liaison
    • Domestic, sexual and gender based violence services
    • Services related to the psychological welfare of children
    • Adoption & Alternative Care

NIAPP is a national specialised clinical service which provides multidisciplinary advice, consultation, assessment and treatment interventions to children and young people who have exhibited harmful sexual behaviour and their families/carers. These therapeutic inputs are provided in a flexible, timely and responsive manner with a focus on prevention of further exhibition of sexually harmful behaviour, safety planning/managing risk and improving outcomes for children young people and their families.


NIAPP also supports other professionals in their ongoing work with children and young people who have exhibited harmful sexual behaviour and their families. This includes

  • Delivering ongoing training
  • Supporting residential centres
  • Providing ongoing supervision and training to professionals “released” by TUSLA and other agencies to work with NIAPP on a weekly basis (eg for ½ to 1 day per week).


The appointee will work in NIAPP DN as part of a multi-disciplinary/interagency team providing an assessment and therapeutic service for young people who engage in sexually harmful behaviours and their parents/carers.


The appointee will also provide consultations and training to other professionals and agencies. 


NIAPP Dublin North offers on-going in-service training, attendance at CPD events and a commitment to high quality supervision.

Job Objectives

Professional / Clinical

The Social Work Team Leader  will:

  • Provide training and supervision to “released” professionals from a variety of disciplines and agencies.
  • Carry a caseload of complex cases which require specialist knowledge, sharing expertise with multidisciplinary colleagues.
  • Provide assessment and treatment/interventions to service users and their families.
  • Monitor and evaluate outcomes of treatment/ intervention plans for children and young people.
  • Engage in systemic interventions as appropriate with individuals, families, groups and organisations.
  • Plan and deliver individual, group, organisational and community based interventions as appropriate.
  • Adopt a holistic approach aimed at enhancing the quality of life, health and social well-being of all persons within the designated service area.
  • Participate and as appropriate take a leadership role in NIAPP service development.
  • Build on the strengths and abilities of the individual/family/groups/community.
  • Promote independence, self-reliance, self-determination and empowerment with persons in their environment, with families and local groups.
  • Make it possible for service users to advocate for their own needs, or where appropriate advocate on behalf of service users and ensure that all interventions are in line with Tusla’s Child Participation Policy.
  • Deliver a quality social work service in collaboration with other disciplines/agencies as required, in appropriate settings reflecting the needs of the service user
  • Actively participate as a member of NIAPP in team building and change management initiatives.
  • Chair, attend and manage a range of meetings as required.
  • Attend court, tribunals etc as required.
  • Work within current legislation, relevant policies and procedures, guidelines and protocols within TUSLA.
  • Incorporate Social Work values and ethical principals in assessment, planning, developing, implementing and reviewing interventions.
  • Ensure the implementation of models of best practice / evidence based practice.
  • Take direction from the Principal Social Worker
  • Take an active role in an appropriate level of planned professional supervision, in accordance with the local/national Supervision Policy.
  • Engage in reflective practice.
  • Deputise for the Principal Social Worker as agreed/appropriate.
  • Promote a culture that values diversity and respect in the workplace.
  • Keep the Principal Social Worker fully informed and up-to-date on all significant matters.
  • Ensure the delivery of social work services in accordance with legislation, policies and procedures, guidelines and protocols.
  • Ensure the delivery of social work services in an integrated and multidisciplinary manner with a range of statutory and voluntary groups and organisations.
  • Ensure the promotion of the social model of care and recognition of the social determinants of health and well being.
  • Ensure anti-discriminatory practice and cultural competence, at individual and service levels.
  • Provide an appropriate level of supervision for staff consistent with good practice and the local/ national supervision policy.
  • Participate in working groups / committees as requested by the Principal Social Worker.
  • Seek the advice of relevant personnel when appropriate / as required.



  • Provide leadership and motivation in order to optimise service delivery by developing teams and promoting change management.
  • Be responsible for the probationary appraisal of staff and the completion of probationary appraisal reports as required. Make appropriate recommendations regarding whether employees’ standard of work during probation is satisfactory and whether appointments should be confirmed.
  • Ensure compliance with and implement HR policies and procedures and guidelines.
  • Manage a budget as defined by the Principal Social Worker, if appropriate.
  • Contribute to a range of reports including annual reports, performance indicators etc. as required.
  • Contribute to the development and implementation of policy, information sharing protocols, audit systems and referral and integrated care pathways.
  • Contribute to service plan process by recognising and replicating successful interventions and by identifying unmet needs and service requirements into the future.
  • Ensure a high standard of documentation, including service user files in accordance with local guidelines and the Freedom of Information (FOI) Act.
  • Ensure the maintenance of service user and data confidentiality.
  • Deputise for the Principal Social Worker as agreed when required.
  • Assist in ensuring that the social work service makes the most efficient and effective use of developments in IT.


Education and Training

  • Maintain standards of practice and levels of professional knowledge by monitoring and reviewing the standards within their area of responsibility, participating in and organising continuous professional development initiatives and professional development planning.
  • Engage in career and professional development planning collaboration with the Principal Social Worker.
  • Keep up to date with advances in Social Work research, and ongoing review and evaluation of literature relevant to the assigned area.
  • Keep abreast of developments in national policies and strategies and international best practice.
  • Keep up to date with organisational developments within the Irish Health Service.
  • Keep updated on current and impending legislation and the perceived impact on practice.
  • Actively disseminate specialist knowledge to existing social work staff and other team members.
  • Actively engage in staff development and training by making recommendations with regard to the ongoing education, mentoring, training and in-service needs of social workers.
  • Provide placements for students with appropriate supervision.
  • Provide guidance and supervision to student social workers and relevant others.
  • Provide a mentoring role to other workers as required/support colleagues in practice teaching as required.
  • In collaboration with the Principal Social Worker, contribute to the development, provision and implementation of mentoring and individualised training programmes for social work/ social care staff.
  • Act as a resource by participating in and promoting the education and training of Social Work colleagues, other health professionals and service user groups including clinical audit and research.
  • Foster an understanding of the role and contribution of social work by providing professional consultation and education to other members of the service.



  • Maintain a high standard of documentation, including service user files in accordance with local guidelines and the Freedom of Information (FOI) Act and the Data Protection ACTS, GDPR.
  • Maintain accurate up to date records and files, and submit activity data as required.
  • Write accurate, clear, concise and purposeful reports.
  • Ensure the maintenance of service user and data confidentiality.
  • Contribute to the development and implementation of information sharing protocols and audit systems.
  • Contribute to policy development, performance monitoring and budgetary control of service in conjunction with the Principal Social Worker.
  • Contribute to service developments by monitoring and evaluating emerging needs and trends in consultation with team members and the Principal Social Worker.
  • Collaborate with the Principal Social Worker in developing the role of the Social Work Team Leader and the service e.g. through planning, audit, production of standards, continuing education, quality improvement initiatives and research.
  • Assist in ensuring that the social work service makes the most efficient and effective use of developments in IT.


Health & Safety


  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Required

  • Be registered in the Social Workers Register maintained by the Social Workers Registration Board at CORU




  • Maintain live annual registration on the Social Workers Register maintained by the Social Workers Registration Board at CORU




  • Have three years relevant post qualification experience




  • Must have the requisite knowledge and ability (including a high standard of suitability, professional and managerial ability) for the proper discharge of the duties of the office.
