Job Summary

The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services.  The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.

The Agency currently has responsibility for a budget in excess of €800m and delivers its services through circa 5,000 people in 350 locations across the Country.

The Child and Family Agency has responsibility for the following range of services:

  • Child Protection and Welfare
  • Family Support
  • Alternative Care
  • Adoption
  • Tusla Education Support Services (TESS)
  • Domestic Sexual and General Based Violence (DSGBV)
  • Children’s Service Regulation

Purpose of Role: The post holder will lead out on the implementation of the administrative and business systems for the Early Years Registration Office and its activities. The successful candidate will:

  • Oversee the role and function of the registration support officers and other relevant staff.
  • To oversee the implementation of the business and administrative processes supporting the work of the office,
  • To provide data collation systems to the National Manager for Early Years and other relevant stakeholders.

To ensure processes are reviewed to ensure operational efficiency and are fit for purpose.

Job Objectives

Main Duties and Responsibilities


  • To lead the Early Years registration support team.
  • To oversee the processing of notified events and concerns to the office from Early Years Services.
  • To oversee preparation and the work of the early years registration panel.
  • To control, monitor and report business activities within the remit of the registration office.
  • To manage stakeholder information and communications in the processing of early years services registration applications.
  • Complete tasks associated with the processing of proposed change of circumstances applications as received from Early Years Providers.
  • Assist with the roll out of process and systems training and briefings where required
  • Document systems training materials
  • Identify project tasks and resource requirements.
  • Identify business needs, set expectations and identify improvement opportunities.
  • Be able to take responsibility for managing aspects of the project, managing resources, timelines and delivering status reports feeding into the overall aims of the office.
  • To take a lead in communication with key stakeholders.
  • Have a core understanding of best practice in administration within the public sector.
  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • To maintain records of all activity of the office.

Health & Safety

  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Required

Applicants must by the closing date of application have the following:

  • Relevant experience in business processes and controls to include business intelligence and analytical management.
  • A minimum of 3 years’ experience in Information systems.
  • A minimum of 3 years’ experience in data management and collation.
  • Team leading and project management experience.
  • Proficient with software systems, databases and Microsoft products e.g. Outlook, Word, Excel, Visio, PowerPoint, SharePoint, Dynamics CRM.


A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
