The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services.  The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.


The Agency currently has responsibility for a budget in excess of €800m and delivers its services through circa 5,000 people in 350 locations across the Country.


The Child and Family Agency has responsibility for the following range of services:

  • Child Protection and Welfare
  • Family Support
  • Alternative Care
  • Adoption
  • Tusla Education Support Services (TESS)
  • Domestic Sexual and General Based Violence (DSGBV)
  • Children’s Service Regulation

About Tusla ICT

Tusla has one of the largest ICT networks in the Public Service with almost 5,000 users in over 300 locations.  Tulsa ICT provide the innovation and systems required to support Tusla in delivering its services and achieving its business and strategic objectives. Purpose of Role:


Overview of the Role

The data unit in Tulsa ICT is responsible for the delivery of data systems, analytics and visualisation required for evidence based planning, policy development and programme evaluation. The BI & Reporting Lead will be a member of the data team and will be responsible for delivering visualisation dashboards and reporting solutions.   The role is technical in nature and will require excellent hands-on BI and report development skills.


Tusla’s BI and Data Architecture

Tusla are currently implementing a BI platform based on a MS SQL Data Warehouse that will support the core BI and reporting work of the Agency; however, in addition there is a requirement to develop a range of ancillary and related BI reporting systems in SQL Server Reporting Services and Power BI for both internal and external users. In summary, the Tusla data and BI architecture will be based on:

  • Microsoft SQL Server and Report Services
  • Microsoft Power BI
  • Microsoft SharePoint

Main Duties and Responsibilities


BI Dashboards and Report Deployment

  • Develop and deploy Power BI and SQL Server Reporting Services (SSRS) reports
  • Create stored procedures, table value functions, views in SQL to facilitate effective and optimised report deployments
  • Tuning and optimisation of existing reports in SSRS and Power BI for performance
  • Use of Microsoft Azure DevOps or other SDLC products to ensure an agile and lean BI development lifecycle
  • Assess specifications for new reporting requirements to clearly refine requirements, identify acceptance criteria and implement reports
  • Implement analytics dashboards including data visualisation and mapping solutions.
  • Development of browser-based analytics dashboards and solutions using JavaScript libraries such google charts api, bing charts, chart.js and jquery charts
  • Automation of data flows in SSIS to facilitate effective and up to date reporting
  • Automate ETL processes to aggregate and publish data to the Tusla SQL Data Warehouse


Relationship Management and Collaboration

  • Work as part of a data and analytics team to facilitate the delivery of Business Intelligence solutions in Tusla
  • Preparation of project related documentation, e.g. Project Plan, Risk Register, Issues Log, Project Structure, Requirements analysis for assigned projects as required
  • Work in collaboration with ICT service delivery team to provide escalated tier 3 support as required for production BI and Reporting solutions



Resource Management

  • Manage work of assigned contractors and staff as required



Health & Safety


  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Qualifications and / or Experience


Applicants must by the closing date of application have the following:

  • A third level qualification in ICT, science, data, engineering or a relate discipline
  • Have a minimum of 3 years’ experience in a BI and report development role, including practical use of analytics methodologies, statistics, reporting and data visualisation.
  • Excellent level of expertise in developing Microsoft SQL Server Reporting Services (SSRS) and Power BI reports.



A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
