Job Summary

The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services.  The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.

The Agency currently has responsibility for a budget in excess of €800m and delivers its services through circa 5,000 people in 350 locations across the Country.

The Child and Family Agency has responsibility for the following range of services:

  • Child Protection and Welfare
  • Family Support
  • Alternative Care
  • Adoption
  • Tusla Education Support Services (TESS)
  • Domestic Sexual and General Based Violence (DSGBV)
  • Children’s Service Regulation
  • Counselling and Therapeutic Supports

Purpose of the Role

The person appointed will manage and ensure that:

  • Every Child / Young person who comes into the care of TUSLA under the Child Care Act, 1991 receives a high quality multi-Disciplinary assessment in a timely manner as part of their statutory care plan
  • Every Child / Young person with a completed multi-Disciplinary Assessment receives the necessary therapeutic services as deemed appropriate in the assessment.
  • Every Child/Young person who is receiving services from Tusla Therapeutic staff receives a high quality and consistent service

Job Objectives

Main Duties and Responsibilities


The Regional Therapy Manager will:

  • Be responsible for the operational management & line management (where appropriate) of the multi-Disciplinary therapeutic team to ensure that the project delivers a high standard of assessment and therapeutic services that meet the needs of the service users
  • To establish a high standard operating model with the appropriate protocols that will enable effective multi-Disciplinary therapeutic team work
  • Develop good working relationships between the child/young persons Social Worker and multi-Disciplinary therapeutic team to monitor the implementation of the intervention pathway/s in line with the individuals statutory care plan
  • Be responsible for the operational management of other therapeutic services as delegated by the Chief Officer.
  • Ensure that the multi- Disciplinary therapeutic team and all other therapeutic services involved in the Child/Young persons intervention pathway/s contribute to the individuals statutory care reviews
  • Be responsible for the operational management of the Regional ACTS team to ensure the team delivers a high standard of assessment and therapeutic services that meet the needs of the service users
  • Provide Clinical governance to the multi-Disciplinary therapeutic team on a regular basis
  • Provide Clinical Supervision for team members where appropriate and relevant
  • Provide Clinical Supervision, where appropriate to clinician’s in another area.
  • Ensure and monitor that all team members receive appropriate clinical supervision from within their own area of expertise on a regular basis 
  • Establish appropriate management structures within Tusla policy and guidelines
  • Establish and maintain good working relations with a range of services to include statutory, voluntary, specialist and or private services to meet the needs of the child/young person in care
  • Work closely with the Local Area Managers to assist them in identifying and commissioning appropriate therapeutic services locally from Voluntary/Community/Private agencies to meet the needs of the service users.
  • Assist in establishing and maintaining good inter-professional and inter-working co-operation to ensure that referral pathways for child/young person are progressed
  • Ensure that relevant information regarding the service is available to all appropriate health and social care professionals, other statutory providers/services and a range of organisations providing services to children/young people
  • Take a thematic national lead for one pathway of therapeutic provision as delegated by the Chief Officer.
  • Implement the Tusla Youth Participation Strategy across their service area.
  • Ensure that the service is compliant with the Tusla Data Protection and Privacy Policy.



The Regional Therapy Manager will:

  • Be involved in identifying therapeutic services externally to children/young people in care from Voluntary/Community & Private agencies and ensure that services are provided within budget and that budgets are allocated based on prioritised needs
  • Develop appropriate policies, service plans, targets and work programmes, to ensure the delivery and implementation of high quality, cost effective, child centred and consumer orientated services

Monitoring/Quality Assurance

The Regional Therapy Manager will:

  • Develop evidence-based monitoring, evaluation and reviewing mechanisms in line with the organisations Performance Indicators
  • Ensure that statutory obligations are fulfilled in relation to services for which he/she is responsible.

Human Resources

The Regional Therapy Manager will:

  • Identify training needs for staff assigned and assist in the design and delivery of training programmes
  • Supervise, assign, and monitor performance of staff in areas of responsibility
  • Ensure that all staff are adhering to professional standards as described by their relevant professional body
  • Develop a coordinated team approach to the delivery of Assessment, Consultation and Therapy Services in relevant areas

Health & Safety

  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Required

Applicants must by the closing date of application have the following:

Candidates must be in current employment with Tusla – Child and Family Agency, the HSE or within other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38/39 of the Health Act 2004 or within a body that provides services on behalf of Tusla under Section 56 or Section 59 of the Child and Family Act 2013.


A relevant professional qualification which can include Occupational Therapy, Psychology, Social Work, Social Care, Speech & Language Therapy or other relevant Health & Social Care Qualification.


Five years management experience with relevant clinical experience. 


Possess the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.


Experience of working in a multidisciplinary team in a trauma informed model of care.


Experience of working with children and young people with care experience.



Meet the expected requirements for registration as set out by the relevant professional body and be CORU registered where required.



A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
