The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services.  The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.


The Agency currently has responsibility for a budget in excess of €800m and delivers its services through circa 5,000 people in 350 locations across the Country.


The Child and Family Agency has responsibility for the following range of services:

  • Child Protection and Welfare
  • Family Support
  • Alternative Care
  • Adoption
  • Tusla Education Support Services (TESS)
  • Domestic Sexual and Gender Based Violence (DSGBV)
  • Children’s Service Regulation
  • Counselling and Therapeutic Supports

Purpose of role

The Legal Executive will have responsibility for the following:       

  • Preparation, serving and filing of pleadings.
  • Manage and Coordinate disclosure requests received
  • Deal with legal queries and requests on a day-to-day basis received from staff.
  • Supporting in –house solicitors in day-to-day legal activities. 
  • Provide general support within the Legal Services Team. 
  • Managing efficient document and correspondence retention and filing procedures.
  • Provide Legal training as part of the National Legal Training Programme
  • Manage a caseload of files under the supervision of the Senior Solicitors

Job Objectives

Main Duties and Responsibilities

  • To provide expert professional advice to the Head of Legal services, Service Directors, CEO, Board and Tusla staff.
  • To promote a high standard of legal excellence in the Child and Family Agency.


The precise role and responsibilities of this post are developing in the context of evolving structures within Child and Family Agency Legal & Corporate Services, and the Head of Legal Services, will assist in finalising and implementing new arrangements.  


Health & Safety

  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Required

Applicants must by the closing date of application have the following:

  • Minimum 3 years’ experience in Legal executive role or equivalent legal experience, including experience in Child Care Law and District Court Advocacy. 
  • Track record in a legal advisory role with experience of conducting a wide range of substantial cases involving complex issues. 
  • Experience in Circuit and High Court matters including experience working with Child Care Legislation (Child Care Act), Child Protection and Disclosure. 
  • Experience handling multiple tasks simultaneously and with accuracy, including the ability to prioritise tasks and work effectively, independently and within a team.
  • Candidates must be proficient in the Microsoft Office, including Word, Outlook, PowerPoint and Excel.
