Job Summary

The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services.  The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.


The Agency currently has responsibility for a budget in excess of €800m and delivers its services through circa 5,000 people in 350 locations across the Country.


The Child and Family Agency has responsibility for the following range of services:

  • Child Protection and Welfare
  • Family Support
  • Alternative Care
  • Adoption
  • Tusla Education Support Services (TESS)
  • Domestic Sexual and Gender Based Violence (DSGBV)
  • Children’s Service Regulation
  • Counselling and Therapeutic Supports

Purpose of Role: To work as part of the PMO team to drive and actively support the delivery of the Tusla Portfolio of programmes and projects and to ensure that they are implemented and delivered to cost, time and quality requirements through the application of the required standards, frameworks, tools and processes.

Job Objectives

Main Duties and Responsibilities


The role of the Grade V Portfolio Management Support Officer can be outlined as follows:


Portfolio Management Support

  • Support the Head of PMO and Programme Managers in the management of the overall PMO portfolio
  • Provide support to the PMO in the deployment of programme management processes, tools and templates
  • Be a key team member in building a skilled and effective PMO
  • Documenting, maintaining and reporting on RAID log (Risks, Assumptions, Issues & Dependencies)
  • Maintain programme / project toolkits and templates
  • Support the implementation of robust project management methodology in line with PMO programme management methodologies and processes to enable successful project performance and delivery
  • Maintain planning documents at portfolio level
  • Coordinate and schedule portfolio level meetings and activities
  • Provide line management to administration staff as required.


Project reporting

  • Compile and maintain a standard suite of project reports to meet the requirements of key stakeholders.
  • Support the implementation of a consistent and standardised process of project tracking and reporting across the portfolio using a HSE approved software tool


Governance and Assurance

  • Support PMO colleagues to ensure the successful implementation of the projects through the application of project governance and project controls so that the appropriate level of project governance is in place, maintained and adhered to.
  • Support the Implementation of an end-to-end model of Programme Assurance for the PMO Portfolio.


Communications / stakeholder management

  • Ensure that highly effective communication mechanisms and processes are in place to manage, motivate and influence multiple project stakeholders.



  • Provide administrative support to the Head of PMO and Programme Mangers as required
  • Ensure accurate attention to detail and consistent adherence to procedures and existing standards within the PMO.
  • Maintain an excellent level of knowledge of relevant policies, procedures, guidelines and practices to perform the role effectively and to ensure standards are met by the PMO and its partners.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.


Health & Safety

  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Required

Applicants must by the closing date of application have the following:

  • Candidates must currently work with Tusla – Child and Family Agency, the HSE or within other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38/39 of the Health Act 2004 or within a body that provides services on behalf of Tusla under Section 56 or Section 59 of the Child and Family Act 2013.
  • Have at least 2 years’ administrative experience in a designated office within the services mentioned above    
  • Have significant experience of working in a project support or administrative support role.
  • Significant experience in the creation of professional documents and presentations
  • Significant experience in a role that has involved dealing with senior managers and other key internal and external stakeholders
  • Experience of managing staff and supervising the workload of a busy office



A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
