Job Summary
The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services. The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.
The Agency currently has responsibility for a budget of circa €1.2billion and delivers its services through over 5,500 people in 259 locations across the Country.
The Child and Family Agency has responsibility for the following range of services:
• Child Protection and Welfare
• Parenting, Family Support and Early Help Services
• Alternative Care
• Birth Information & Tracing and Adoption
• Tusla Education Support Services (TESS)
• Children’s Service Regulation
• Counselling and Therapeutic Supports

The Project Manager for the TCM System will oversee the TCM project and ensure that the TCM system will be the central system supporting services in Tusla. Ensuring the system is fully aligned with Tusla's agreed business processes.
The system will comprise the following functions:
• An operational case management system, it will store operational information relating to the inspection of all registered childminders and childcare settings in accordance with standardised business processes.
• A business intelligence system providing Tusla's management structures with reports, management information, KPl's and other metrics to needed to improve and manage performance against national and local targets. It will also include a query facility to meet ongoing ad hoc information requests from within the organisation and from external sources including Government, Research, Media and the general public.
• To develop the TCM to enhance the capabilities of Tusla to support all aspects of its work.
Job Objectives
The Project manager is responsible for overall co-ordination and management of the project and the Project Team. Key duties include:
• Define & organise the project: Scope the project, establish the organisational structures
• Design and develop business and technical requirements for a TCM System
• Business Process mapping
• Plan the project: Timelines for procurement, implementation (deployment of ICT), change management, communication plans, and risk management.
• Manage the project team including overseeing the project timelines, budgets, resource allocation to specific activities, scope and definition.
• Manage the project on a day-to-day basis: Track and manage project activities and resources including team members from project initiation to close out.
• Co-ordinate the efforts of the project team, ICT, Supplier and third parties and stakeholders to deliver the project within cost, on time and meeting quality standards establish and maintain successful relationships with stakeholders and liaise with them throughout the project; obtain approvals.
• Communicate regular status which includes the tracking, managing and reporting on project milestones and deliverables; effectively communicating progress, risks, expectations, timelines, milestones and other key project metrics to all stakeholders, including senior management; Co-ordinate Project governance meetings for the Project Sponsor.
• Manage and maintain a risk register for the project, identify potential difficulties and concerns and devise risk management strategies and contingency plans.
• Ensure all product documentation is factually and technically accurate
• Act as subject matter expert in the area of Information Systems, Business Process, Reporting and metrics.
• Represent the Project Sponsor
• Ensure the efficient administration of area of responsibility
• Appropriately delegate responsibility and authority
• Execute assignments in accordance with agreed plans, time budgets and deadlines.
• Ensure deadlines are met and that service levels are maintained
• Effectively discharge the day-to-day operations, including compliance with Tusla Financial regulations and all Tusla policies and procedures.
• Supervise and enable other team members to carry out their responsibilities.
• Review the conduct and completion of assignments of other staff in accordance with the operational plan and expected quality standards.
• Prepare regular reports on the progress of work against the operational plan.
• Provide information to Management in a timely manner.
• Manage the performance of staff.
• Responsible for either as an individual or part of a team for the development and training of staff.
• Responsible for administrative duties of the unit and managing staff.
• Use best practice to ensure optimum use of resources.
• Promote and participate in the implementation of best practice.
• Assess and analyse compliance with National and EU legislative obligations, and national policies and procedures.
• Promote and participate in the implementation of change.
• Participate in and lead project working groups, service planning and budgeting.
• Represent Tusla on committees and groups as required.
• Contribute to service plans for own area and implement service plan objectives within own area.
• Contribute to policies and procedures for own area.
• Ensure all general and financial records readily available and produce and manage same.
• Prepare clear, concise, accurate reports backed up by sufficient reliable documentary evidence.
• Prepare clear, logical, sufficiently documented files for each assignment.
• Make appropriate use of technology to advance the quality and efficiency of service provision.
• Undertake special assignments as directed.
• Proactively identify inequities/ inefficiencies in service administration and implement solutions to improve service delivery, in line with legislation and benchmarking against best practice structures.
• Seek feedback from service users to evaluate service.
• Embrace change and adapt local work practices accordingly by finding practical ways to make policies work, ensuring team knows how to action changes.
• Ensure accurate attention to detail and consistent adherence to procedures and current standards within area of responsibility.
• Maintain own knowledge of relevant procedures, practices and legislation to perform the role effectively and to ensure standards are met by own team.
• Maintain a good understanding of internal and external factors that can affect service delivery including awareness of national and local issues that impact on own area.
• Maintain relationships with key stakeholders to gather support for new initiatives.
• Promote co-operation and working in harmony with other teams and disciplines.
• Deliver presentations to groups on Unit function and changes within service.
• Make decisions and solve problems in a timely manner and inform others of decisions that have implications for them, making sure team knows how to action them.
• Gather information from a variety of sources to ensure decisions are in line local
and national agreements.
• Conduct regular staff meetings to keep staff informed and to hear views.
• Support and implement agreed training and development needs of team and design plan to meet needs.
• Deal with under performance in a timely and constructive manner.
• Ensure regular two-way communication happens between line management and senior management.
• Pursue continuous professional development in order to develop HR and management expertise and professional knowledge.
• Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
Health & Safety
• Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
• Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
• To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Requirement
Applicants must by the closing date of application have the following:
• Have a third level qualification as relevant to the requirements of the role.
• Professional Project / Programme Management Qualification (PMI courses or disciplines, PMP, PRINCE2, PMBoK, AGILE etc.) or equivalent.
• Have a proven track-record of delivering complex, multidisciplinary ICT projects, operating at a mid-senior level including project design, business process mapping, budget management, system implementation, as relevant to this post.
• Have a proven track record of working in a corporate reporting and analysis role in a large complex, multi stakeholder organisation as relevant to this post. This should include managing large scale amounts of data, developing guidelines standards and training, data validation and improvement, management of databases and audits.
• Experience of delivering change in a complex environment, as relevant to this role.
• Experience in team management and development.
• Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
